Len Salazar is a nationally recognized expert in government contract property administration with more than 36 years of property experience at the Defense Contract Management Agency (DCMA). 


A leading authority on Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) compliance, he has built a distinguished career in executive leadership, global operations, regulatory instruction, and advisory support for major defense programs.


As founder and principal of Len Salazar Advisory Group, LLC, he provides strategic consulting to government agencies and defense contractors, helping organizations strengthen compliance, optimize property management systems, and improve mission readiness.


Leadership & Global Experience- Salazar previously served as Director of Property for DCMA Central U.S. Region & International Operations (2019-2025), overseeing more than $84 billion in government property across 600+ contractors worldwide. He led a team of 60+ Property Administrators supporting high‑visibility programs including the Presidential Aircraft, F‑35 and F‑22 platforms, Patriot Missile systems, and Stryker vehicles.


Operational & International Deployments- He completed five overseas deployments—Kosovo, Bosnia‑Herzegovina, Hungary, Kuwait, and Iraq, supporting U.S. Army missions as a Property Administrator and Plant Clearance Officer. He executed the first U.S. contract disposal sale of surplus government property in Bosnia‑Herzegovina, establishing a model for future disposal operations.


Regulatory Expertise & Training- A respected authority in FAR/DFARS compliance, Salazar has overseen more than 5,000 Property Management System Analyses (PMSAs) and 10,000+ loss case investigations. As a certified Defense Acquisition University (DAU) instructor in Government Contract Property, he has trained personnel across all DoD components and many defense contractors.


Consulting Focus Areas- His firm delivers expertise in property system optimization, loss case resolution, audit preparation, FAR/DFARS compliance, and workforce development, providing clients with clear diagnostics, practical solutions, and improved accountability.

Robert Brown is the founder and CEO of the Robert Brown, LLC and a seasoned property administration and logistics professional with over 35 years of progressive experience managing government and defense contract property, logistics operations, and organizational leadership.


As the former Director of the Government Contract Property Center (GCPC) at the Defense Contract Management Agency (DCMA), he oversaw a nationwide team of professionals responsible for property management system reviews, contract property administration, and the disposition of excess government property. He directed enterprise-wide policy development, performance evaluation, and compliance with DoD acquisition and property regulations.


Previously, as Director of the DCMA Plant Clearance Group, Mr. Brown led multiple regional teams ensuring the efficient and compliant disposal of government property. His deep technical expertise spans property accountability, contract property requirements, performance-based management, and demilitarization compliance.


Earlier in his career, he served as a Government Property Administrator (GPA)and Plant Clearance Officer (PLCO), managing millions of line items of government-furnished and contractor-acquired property. He implemented corrective actions, conducted system analyses, and provided technical direction on all aspects of government property control, screening, reutilization, and disposal.


Prior to his DCMA tenure, he worked for Raytheon Technical Services in property and plant clearance administration and served over 20 years in the U.S. Coast Guard, where he held senior logistics and property management roles overseeing multi-million-dollar inventories, hazardous material programs, and procurement operations.


He holds DAWIA Level III certification in Industrial/Contract Property Management, membership in the Defense Acquisition Corps, and extensive supervisory and leadership training through DoD and Harvard Business School programs.
